India, Australia sign pact on revenue claims

New Delhi: India and Australia today signed a protocol that would pave the way for more effective exchange of information on tax matters including bank information.The latest amendments to the double taxation avoidance agreement (DTAA), would facilitate higher degree of mutual cooperation between the two countries.

Both countries have now agreed that they would lend assistance to each other in the collection of revenue claims. The assets or monies kept in one country can be recovered by the other country for the purposes of recovery of taxes by following certain conditions and procedures.

The protocol was signed by Mr S.S. Palanimanickam, Minister of State for Finance, and Mr Bill Shorten, Minister for Employment and Workplace Relations and Minister for Financial Services and Superannuation, Government of Australia here today.The original India-Australia DTAA was signed way back in 1991. The protocol signed today also provides that information received from Australia in respect of a Indian resident can be shared with other law enforcement agencies with authorisation of the competent authority of Australia and vice-versa. The Protocol was finalised in February 2011.

The protocol also provides that nationals of one country shall not be discriminated against the nationals of the other country in the same circumstances in line with international practices. The concept of non-discrimination was not there in the existing treaty.Also, the threshold limits to avail the exemption for service, exploration and equipment permanent establishments and taxation thereof have been rationalised to encourage cross border movement of capital and services between the two countries.

Rahul Dravid delivers Donald Bradman Oration 2011 in Australia

Indian batting great Rahul Dravid - while on India's Test tour of Australia - delivered the annual Sir Donald Bradman Oration for 2011 at the Australian War Memorial in Canberra on 14th December, touching upon the need to stay flexible in order to improve and preserve all three cricketing formats. At almost 39, the oldest man currently playing Test cricket described five-day matches as "the gold standard... the form the players want to play." Dravid said if the tradition of five-day cricket is to survive as the pinnacle of the sport, revolutionary concepts like day-night Tests and a Test Championship must be pursued. Dravid also termed the growing calls in cricket circles to scrap the 50-over format altogether as a misguided approach He said one-day cricket was responsible for revolutionising areas of the game like strokeplay and fielding, but many fixtures had been largely pointless since 1995. 10th Pravasi Bharatiya Divas to be Held in Jaipur


Prime Minister of Trinidad and Tobago to be Chief Guest The 10th Pravasi Bharatiya Divas (PBD) will be held from 7-9 January, 2012 in Jaipur. Addressing a press conference, Shri Vayalar Ravi, the Minister of Overseas Indian Affairs and Civil Aviation announced that the Chief Guest of PBD-2012 will be the Prime Minister of Trinidad and Tobago, Ms. Kamla Persad Bissessar. The theme of PBD-2012 is “Global Indian-Inclusive Growth”. He further said that Rajasthan will be the partner State of the 10th PBD, which would provide the Diaspora an opportunity to understand the vibrant culture and potential of State.

Shri Ravi said that Prime Minister Dr. Manmohan Singh will inaugurate this annual flagship event of the Ministry on January 8, and the President Smt. Pratibha Devisingh Patil will deliver the valedictory address on January 9 and confer the Pravasi Bhartiya Samman Awards. He also informed that two pre-conference seminars on ‘Solar Energy- Investment’ and R&D’ and ‘Social Entrepreneurship-Water’ will also be organized during the event.

The Minister said that more than 1500 delegates are expected to participate in PBD-2012 from all over the world. He said that Government is making efforts to make PBD more meaningful and interactive event that would address issues and concerns of the overseas Indian community effectively. He also announced that the event would be webcast online and summary of proceedings put out each day. The interactive website would provide an opportunity for the Diaspora to participate in the conference from any corner of the world. On the occasion, he also launched the PBD website- www.pbdindia.org.

Speaking in the conference, Shri Rajendra Pareek the Minister of Industries, NRI’s, and State Enterprises of Rajasthan said that Pravasi Bharatiya Divas is an efforts to bring Indian Diaspora on one forum, which expresses the concept of Vasudhaiva Kutumbakam. He also extended all kind of support and cooperation from Rajasthan Government to make the 10th PBD successful. Dr. A. Didar Singh, Secretary, MOIA & Mr Chandrajit Banerjee, Director General, CII were also present on the occasion.
