  Strategies to counter Piracy

"India has ensured the establishment of an intellectual property enforcement regime in consonance with its international obligations. While provisions exist in law, we are equally conscious of the need to improve its effective implementation in both letter and spirit", said Dr. Ashwani Kumar, Minister of State for Industry, said while inaugurating a Seminar on "Fighting Counterfeiting and Piracy.

Quoting a recent study by the International Data Corporation, he said that a mere 10 per cent reduction in piracy in India could translate into 115,000 new IT jobs, pump in $ 5 billion a additional revenue and $ 386 million as additional tax revenue for the economy.

Outlining the series of steps taken to address the issue in India, Dr. Kumar said: "In India, enforcement of Intellectual Property Rights is regulated through different agencies including the Customs, Police and Judiciary. The Copyright Enforcement Advisory Council headed by the Education Secretary has as its members, police chiefs of 21 States, besides other stakeholders. This is a national level body, recently reconstituted with a view to evolve effective strategies for enforcement of Intellectual Property Rights. Several State Governments have also created special IPR cells as well as appointed nodal officers. Efforts by the Government have also been complemented by strong initiatives from the private sector. A noteworthy campaign has been launched by NASSCOM against software piracy. Innovative measures like the setting up of toll-free lines to speed up the process of detection have also been launched", he said.

  Bangalore Cyber Lab Inaugurated
NASSCOM, inaugurated Karnataka's first state-of-the-art Cyber lab at Bangalore. The Bangalore cyber lab is the third facility of its kind in the country.

It is expected to train more than 1000 law enforcement officials' annually on cyber crime investigation techniques and provide ongoing technical support for investigations as well.

Set-up and managed on a public-private partnership model, the lab will function as a regional hub and undertake training and support in Bangalore and other cities in Karnataka, in addition to the neighbouring districts of Karnataka.

Details about Bangalore Cyber lab
The cyber lab will have a full time project manager from the police, twoinstructors and part time volunteers from the student

community. The training will include familiarization on areas such as internet, browsing, email and online transactions among others and education on what constitutes cyber crime.

Once trained these law enforcement officials will be able carry out various activities like analysing and scrutinising data on hard disks, email tracking, extracting evidence using Internet and mobile phones and on cyber crime-related legislation.

Criticality of cyber security in India
In the age of digitization and automation of information, security issues such as data theft, piracy,
hacking, identity theft and violation of IPR among others have witnessed a significant rise globally. While India follows world class security standards and practices, it is important to keep evolving and extending security initiatives through proactive efforts, if it wants to continue to be the preferred global outsourcing destination.

Currently India has 3 such labs, but this will need to be significantly ramped up to meet the requirements of the IT sector. Over time, we see this resulting in better quality of service for citizens and also provide a comfort factor for the IT industry in Bangalore.

NASSCOM's ongoing focus on cyber security initiatives

NASSCOM has been working closely with both the IT and ITES-BPO industry to create an Information Security culture, commensurate with world standards. One of the important aspects of NASSCOM's information security strategy is to strengthen the capacity of the Indian criminal justice system, including the police, prosecutors and judicial officers. The objective is to set up a robust framework to effectively investigate and prosecute cyber crime cases. The Bangalore lab will act as the focal point and a resource centre for training and technical support for both Bangalore and other Police officers in the skills of cyber crime investigation.

TCS unveils 'science-to-software' transformation programme

In order to enlarge and develop the suitable talent pool available to the IT industry Tata Consultancy Services (TCS) has unveiled its latest initiative.

The TCS Talent Transformation (TCS T2) aims to transform science graduates into global software professionals and is the first scalable programme undertaken to draw graduates from disciplines other than engineering into the global technology services industry. With lack of suitable, trained talent identified as a key potential barrier to growth, the TCS science-to-software programme is designed to be a hi-tech, hi-touch learning module that aims to transform B Sc./ BCA degree holders into best-in-class IT professionals. The TCS Talent Transformation program is designed to spread the economic benefits of employment in the IT industry to wider base of science graduates across India. This will be done through a fast, scaleable model that has been designed to reach out to the large mass of science graduates in the country, irrespective of location. Five hundred science graduates are currently undergoing the pilot program at TCS' Chennai facilities. The on-going pilot is currently underway at Chennai with 500 graduates selected from across the country. TCS plans to scale up

and make offers to 2,000 science graduates during this academic year as a part of this initiative.
