HIGHLIGHTS OF PRAVASI BHARATIYA DIVAS 2007

 
 


This year PBD hosted 1200 Overseas Indians from over 47 countries, the Chief Guest for the event was Prof. S. Jayakumar, Deputy Prime Minister of Singapore. Over the three days, 29 Indian Ministers, seven Members of Parliament, six State Chief Ministers interacted with visiting Pravasis. Five overseas ministers also addressed various sessions during the event.

The event ended with the Valedictory Session which was addressed by the President of India, Dr. APJ Abdul Kalam.

Dr APJ Abdul Kalam, President of India, addressing the valedictory session of PBD 2007 said, that a world Knowledge Platform could be a launch pad for innovation with the combined power of nations. Combining core competencies of nations would help develop knowledge products in a short lead-time. The World Knowledge Platform would have missions in the categories of energy, water, healthcare, food, knowledge products, automobiles, and capacity building.

 

President Kalam also outlined the Global Human Resource cadre, two caders comprising youth with world class skills and youth with higher education and research qualifications. India’s current levels of higher education must be raised to 50 percent by 2040 and each Indian student must have the choice of the education he wants to pursue.PIOs could help in this effort through ideas and funding, stated the President. Giving his vision of India in 2020, Dr Kalam said that the country has the potential to be a developed country by 2030 and there are great opportunities in the great transformation of India. President Kalam also honoured 15 accomplished Pravasi’s with Pravasi Bharatiya Samman Award.

  • A proposal to establish an Overseas Indian Facilitation Center, envisaged as a source of investment advisory services for overseas Indians, is being developed by the Government of India.
  • Central Council for Promotion of Overseas Employment is being considered by the government. This council would look at devising an appropriate strategy to enable Overseas Indians to move up the wage chain and benefit from significant labor gaps in the countries with ageing populations.
  • The Indian government is actively considering the proposal to establish a University for Persons of Indian Origin.
  • The Indian American community has played a significant role in working towards the adoption of the nuclear legislation.

  • It has been decided to extend a wider range of benefits to the OCI cardholders:
  • The OCI cardholders now have parity with Non Residents Indians on Inter Country Adoption.
  • They will also have parity with Residents Indian nationals in the Domestic Airfares.
  • Further, they will have parity with Indian Nationals in entry fees for National Parks and Wild Life Sanctuaries, announced Mr. Vayalar
  • Other benefits being considered for the Overseas Indians include, allowing overseas Indian doctors to practice in India.
  • The Social Security agreement with the Belgian Government would form the model agreement for similar bilateral agreements with other countries.

  • India has a strategic role in building the new architecture of East Asia. India’s relationship with the ASEAN, Japan, China and the US will define the future relationship of the East Asian region with these countries.

  • The Indian Diaspora in Singapore have played a key role in building a link to the rest of East Asia.
  • The Indian Diaspora is not only India’s ambassadors abroad of “abroad” in India.

'How to Get $ 1.5 Trillion of Capital Investment'

The Resource Hurdle for Development' focused on India's requirement of capital investments over the next five years and the ways to obtain these resources. Mr P Chidambaram, Minister of Finance, Government of India, said that the two key nstruments required for sustaining growth are investment and knowledge. he Pravasi Bharatiyas have a part to play in the effort of raising investments by increasing their time horizon to 10-15 years. “If NRIs decide to invest in India's infrastructure, that will give an impetus to our economic growth and sustain it.”

at the Valedictory Session of the PBD, 2007

"Leveraging Technology for Development"
The session focused on how India could leverage the knowledge skills of its Diaspora. The speakers also dwelled on how to build the technological infrastructure in India.

 

 

"Planning for Development: How to include the Indian Diaspora?"

The session discussed the various ways in which the NRI community could engage in the planning process for India's development and how their strengths could be leveraged.

During the session, Mr. Ahluwalia urged the Indian Diaspora to form an intellectual forum that forwards suggestions on India's development to the Planning Commission.
